Using http://applications.tersus.com/Configurator with your specificied directories, I created the attached context file tutorial.xml.
Note the additional 'tutorial' directory missing from paths in your original.
If you're still encountering pronlems, please attach the tomcat log, and contents of '/tersus-server/tersus-applications/tutorial/logs'.
