It seems you installed the tersus server and project files under the tomcat installation folder (in C:\Program Files\Apache Software Foundation\Tomcat 6.0\webapps\), and the log issues a WARNING in the log regarding this.
Move the tersus-server folder outside tomcat (ideally to C:\tersus-server which is actually where all the paths specified in EPO OnCallSystem.xml point to, so you won't need to change them, although you can add C:\ just to be safe)
EPO OnCallSystem.xml contains '$' characters which are probably left-over from the original parameters in the template file. Remove all instances of this character from the file.

Also, make sure the file is placed in C:\Program Files\Apache Software Foundation\Tomcat 6.0\conf\Catalina\localhost\ (rather than webapp).
