I'm not completely sure if this is what you're referring to, but it is a known limitation that Tersus dialogs are only partially modal.
Mouse clicks on elements outside the front-most dialog do not work, but using the keyboard [Tab], you can move focus to displays outside the dialog (be it another dialog or the main view) and activate them.
Is that what you're referring to?
