If the user has not entered input to that field (and neither did any process), the <Value> element in your field is not empty, but rather does not exist/missing (the distinction is similar to that made in databases between a null value and a zero-length string). Since Is Empty has (by default) a mandatory <Text> trigger, it will not be executed, and therefore will fail to exit.
