Removing a flow from a containing model means changing that model, which is impossible if that model is read-only (=unlocked).
However, the issue here is not the containing model, but rather that as a result of the removal of the flow, the type of the source of the flow (the Gold exit of the Branch model) should change, and since (I'm guessing) the Branch model is unlocaked (read-only) that action fails and all preceding actions (starting with the removal of the flow) are rolledback.
