My guess is that if you take a look at the top of the wizard dialog, you'll see the following message which you may have missed: "A location (target package) must be selected before starting this operation".
This error message means that you've skipped the 2nd step in Youval's instructions appearing in a previous post (above): "Select a package in the Repository Explorer (you can create a new one if you want)"
If this is not the case, please provide more information/screenshot illustrating your problem.
