Certain tutorial pages in the site have been rendered out-of-date since our announcement of version 2.0.3 as stable. This should now be fixed.
You'll find an explanation of the issue you describe (which is the expected behavior) in the up-to-date Stage 10 page.

Regarding the Client vs. Server execution question, the dynamic behavior described is ultimately determined by the existence of a server and/or client-side implementation of each template/plugin - see this page for details of specific plugin implementation.
