I did test the two things you mentioned above. I tried sending to other email clients and I still got the question marks on the subject. When I tried to do the trace, I noticed that the subject was the same even if I used different chinese characters for the subject, but the subject is correct when I used an english text. I've pasted the Message structure from the Trace log below.

It seems that the subject is not encoding properly? I also used the subject as the message and it seems to be encoding properly on the message.
