I did some tests and indeed in mySQL I get the same result if: created_on = NULL (This part is an mySQL-problem)
But I also noticed Tersus always send all fields of a record (See Executing statement), I think it would be more correct if a field has a NULL value and mandatory = false this field is not updated at all
