This is not a bug but rather a feature.
As you might know packages are mapped to .trp files (see http://www.tersus.com/#Id=2315 for more details on this).
You might also be aware that different operating systems, treat file names differently, and since our aim is to be cross platform, there are cases where we implement a limitation in order to protect modelers from a problem on a specific file system. In these cases the limitation will usually apply to all users on all platforms, event though the problem only occurs on a specific platform, making sure the applications can be shared by studios running on different platforms.
Windows is notorious for being somewhat case insensitive, arising mostly from backwards compatibility with earlier Windows versions, and the feature you've encountered is intended to tackle certain limitations of Windows, by preventing modelers for renaming a package (= a file) to another name differing from the original name by case only (ViewOne vs. Viewone).
You can however circumvent the problem, by renaming the package twice,, i.e. from ViewOne to View1 and then from View1 to Viewone. Make sure to save after each of the 2 renames, because the actual filesystem rename only occurs when saving, and if you do not save using the interim name, then (at least on Windows) you're in effect trying to rename ViewOne to Viewone.
