It does look like there's some issue with the JDK installation on your new machine (javac.exe is the Java Compiler which is part of the JDK).
I presume the JDK is installed on your machine (as far as I recall it's a prerequisite for Android SDK, though certain functions of the SDK may not require it), so the easiest solution seems to be to add the location of javac.exe (the bin folder of your JDK) to your system path.
