The Windows installer, bundles a JRE, which might for some reason be the source of your problems. Tersus should work just as well with a separately installed JRE.
Try the following:
If the studio does not start, you probably do not have an independent JRE installed on your system, so try the following as well:

If it has, you'll need to perform some additional minor steps in order to be completely in-sync with a regular installation.
