I know next to nothing regarding java web start, but I'd guess that if you can run Eclipse (on which Tersus is based) via java web start, then it what you suggest might be possible.
If you manage to get Eclipse running this way, you'll want to perform a cross platform studio installation as explained @ http://www.tersus.com/#Id=241.
