Tersus does not create .ipa files directly, but rather an Xcode project which can then be compiled (using Xcode on a Mac) into an .ipa - see http://www.tersus.com/#Id=2820 for detailed instructions & more details.
Note that Android apps on the other hand can be exported directly from Tersus into the native format (release jar), without requiring an intermediate step, and on any platform - see http://www.tersus.com/#Id=5585.
