Referring to the following screenshot you included in your last post,
It seems to include the Windows File Selection Dialog, where the Name of the file selected appears (at least to me) as non Chinese: "-}.gif".
Could this be the starting point of your issue, i.e, is the file appearing in the file list of the dialog in Chinese, but once selected it appears in the Name field of the dialog as non-Chinese?
If so, could you check what happens when trying to select a file for upload in another web site? (Make sure the web-site uses HTML-based upload rather than flash or other technology).
