That is correct. In the new template, Tabbed Pane is modeled (rather than being implemented as part of the runtime platform), to enable more flexibility.
If you want to support <On Select> on tabs, you should add Fire Event in "Tabbed Pane/Navigation Bar/Init/Set Active Nav Item/Select" as in the following:
