I see it now.
This is caused by both Tersus and Bootstrap using the same class name (.progress), which Tersus adds to/removes from the body tag in certain cases.The Bootstrap version changes some attributes, including background-color (see line 5778 in web/assets/bootstrap/css/bootstrap.min.css), resulting in the flicker when Tersus adds and then removes the class.
While you could change the bootstrap code, a better solution would be to add an application-specific class reverting this change, by adding the following to web/theme.css:
