This does not seem to be connected to Tersus in any way.
I'd reinstall tomcat, and run it before installing anything Tersus-related, to verify the basic installation is sound.
Then add the Tersus components and see what effect it has if any.
If you find anything, let us know what, providing details of your installation (java, tomcat, Tersus versions)
