The document you have attached looks like a version of the first part of Defining application UI by importing an HTML template (http://www.tersus.com/?Id=326).
I've just checked, and it does work, although the CSS is not fully expressed (some things have changed since this tutorial page was created back in 2007...).
While it is possible to devote efforts to make this method of HTML import fully functional yet, we have come over the years to the conclusion that this is not a good method to create application UI. It is much better to model the UI directly, especially with new CSS options now available.
To use the full functionality of this web site, JavaScript needs to be turned on.
For best results, use the Firefox browser..
