URL Decode is not currently available.
In principal, it seems logical that since encoding is available so should decoding, but while we have encountered the need to encode in our projects, the need for decode has not risen, as this is usually handled automatically by the underlying technology (for instance reading URL parameters using Display Actions/Get View Parameters).
If you can describe a concrete scenario in which you think this is needed, we might be able to direct you to an alternate implementation, or perhaps even implement a new plugin ...
